Dudley Council override Hippodrome covenant

Dudley Council have announced their intentions to "override the restrictive covenants" protecting Dudley Hippodrome, ahead of World Theatre Day.
In a Cabinet Meeting, held on 24th March at 6PM, Dudley Council revealed their intentions to use the Housing and Planning Act 2016,
"To override the restrictive covenants on the site [as] an appropriate and legally sound route for the council to pursue".
In the agenda, Dudley Council said, "We have taken independent legal advice from Tim Mould QC of Landmark Chambers on the nature of the covenant and methods to override the restrictions."
The Dudley Hippodrome, built in 1938, is situated on land that was bequeathed to the town's people by the Earl of Dudley, for the use of entertainment purposes.
Many view Dudley Council's decision as breaking the law, as the land is 'owned' by the town's people.
Paul Winchurch, of the Dudley Hippodrome Friends and Community Group, described the meeting as an "absolute shambles".
Mr Winchurch said "I am disgusted with this shamble of a council, and the way they treat the public, and the way they treat this campaign has been treated. Very one sided and unfair, and certainly not transparent."
Campaigners believe the Hippodrome, which once hosted comics Laurel and Hardy, should be modernised, and used as a community hub.
Marlene Watson, of the Dudley Hippodrome Friends and Community Group, said "The law of the land is the law of the land and should not be fought against to be able to demolish an iconic building or for the Council to get its 'own way' over its people."
As part of Dudley's bid for City status, a new £25 million University campus will be built on the site of the Hippodrome.
The University of Worcester, who will oversee the demolition and running of a new campus are yet to comment.
